Villaraigosa plans to ask legislators to restore millions of dollars in gas-tax revenue earmarked for transportation projects that Gov. Arnold Schwarzenegger wants to use for other programs. The governor’s proposal would mean a loss of nearly $230 million to the Metropolitan Transportation Authority, which will consider fare increases on Thursday to help close a budget deficit. The Metro proposal would increase some fares as much as 400 percent, which transportation advocates say would create a hardship for low-income residents.
